RTTC Commercial Feasibility: Municipalities Objective: SPIH to assess the feasibility of Commercial Partner RTTC Technologies for practical in field user application for the South African market municipal context. An independent study to be undertaken. Given the uniqueness and variances with each market, there is no guarantee that a certain technology will work for a specific market with regards to costs, specifications, functionality, etc. An unbiased market view is needed to help shape these technologies into new products. Thus a technologically-agnostic approach will be used to engage South African municipalities as a potential sanitation aggregator and distributor. Market user application to be assessed in the instance of public toilets, community toilets (informal settlements), water scarce areas and other potential uses. Market needs in this context to be determined in each of these applications and to be communicated out to commercial partners. Role of Municipalities South Africa has 3 key spheres of government: National, Provincial [9 Provinces] and Local. Municipalities are complex institutions with a wide range of powers and duties. Municipalities fall under Local Government and largely provide such services as Electricity delivery, Water for household use, Sewage and sanitation, Storm water systems, Refuse removal, Firefighting services, Municipal roads, etc. There are 3 types of Municipalities: Metropolitan, Local and District. Their sanitation strategy exists within these ranks. There are 152 Municipalities that deal with Water and Sanitation. SPIH will need to unpack this vast network of municipalities to assess who the appropriate stakeholders are to approach within this complex hierarchy. SPIH believes that a more appropriate avenue than meeting with each municipality would be to engage in conversation with the Department of Local Government and Housing which governs all municipalities across the country. The alternative to this would be to ring-fence a sample that is reflective of the entire municipal universe. However this will need to be verified on the ground in the stakeholder phase of the exercise to decide on the best approach. Stakeholder Engagement: Municipal sanitation Supply and Demand, Technical Partner product presentation, unpacking municipal sanitation framework, criteria for new technologies, practical application scenarios, area priorities (Sample: Metropolitan, Coastal, Inland, Urban, Rural, Other). Given the short time frame the consultation will seek to drill down as far as possible.
