Including Women’s Voices in Resettlement Processes: The Experiences of Kinawataka Women in the Kampala–Jinja Express Development Project

Résumé

Abstract The Kampala–Jinja Expressway is one of five infrastructural development mega-projects that the Government of Uganda launched as an essential part of Uganda’s second National Development Plan 2015–2020. This Plan aims to “strengthen Uganda’s competitiveness for sustainable wealth creation, inclusive growth and job creation”. However, this Expressway entails displacement of informal settlements in Kampala and women in the settlements are especially affected. Yet, the women’s voices are not sufficiently included in the resettlement planning and studies on displacement and resettlement. This chapter presents a case study of women’s participation in negotiations about displacement and resettlement and identifies how to meaningfully include women’s voices in infrastructure planning.
