From Chaos to Cohesion: Integrating Informal Paratransit (Danfo) for Sustainable Bus Reform in Lagos Megacity

Résumé

Lagos, a megacity of over 20 million, is paralyzed by an informal, chaotic paratransit system run by powerful unions like the NURTW and RTEAN.The Bus Reform Initiative (BRI) aims to formalize this sector but faces complex integration challenges.This research assesses the BRI's performance through a novel tripartite conceptual framework.Findings demonstrate that strategic integration not suppression of existing operators, supported by targeted fiscal policies, performance linked subsidies, and capacity building, is the critical pathway to achieving a sustainable, high quality bus system.
