The study needs major review for the improvement of the work.The authors' conceptual view is novel.However, the narratives on the specific problems are not well articulated.It is essential to empirically review literature regarding the subject matter.The authors should correct the use of pronouns such as "we," among others.The paper's title needs a bit of rephrasing: Preparing for the Future: Building the Workforce for Smart Cities.
