Informality and Sustainable Human Settlement Development: A Paradox

Résumé

Informal settlements have become an integral component of organised urban neighbourhoods in most developing countries, Nigeria inclusive. Although this symbiotic relationship has proven to be mutually beneficial, the pervasiveness of development poses some challenges to sustainable cities’ development. This scenario is a “paradox” as informality cannot be completely eradicated from the society. This study examines informality and sustainable human settlement development, with a view to explain their formation, provide a rationale for their existence in order to generate a discussion aimed at revitalising the cities for sustainable growth. Whereas Informal settlements or housing are residential areas that are unplanned; such as slums, poor residential neighbourhoods and areas where housing is not in compliance with current planning and building regulations, Sustainable human settlement on the other hand is a rather planned setting where a state of equilibrium is achieved by integrating the pillars of sustainability comprising economic, social and environmental development. The understanding and application of this concept to urban development provide an equilibrium that would prevent, control and redefine the informal human settlements development for effective integration within the general urban fabric. To ensure this development in Nigeria, this study posits the need for a concerted effort through coordinated efforts of stakeholders in planning, policy formulation and implementation of appropriate strategies that would ensure proper integration of informality into the wider urban context. The effectiveness and the success of this approach will require a culture of inclusion through Community Based Participation and Initiatives that create and sustain teamwork and cohesiveness.
