The Strategic Purchasing Africa Resource Center: a case study in learning, adaptation and evolution in health technical assistance

The Strategic Purchasing Africa Resource Center (SPARC) is a resource hub that aims to strengthen capacity in strategic health purchasing (SHP) across sub-Saharan Africa. The goal of SHP is to make resources go further and enable more people to access primary healthcare and other services. SPARC provides support to African partners to help them achieve this, by harnessing and deploying Africa-based expertise in SHP. SPARC has evolved its TA approach since it was established in 2017, learning from each country engagement and adapting TA modalities in response. This case study documents the process of learning, reflection and adaptation within SPARC, providing some insights into what makes for effective TA on SHP and health financing. It also identifies several factors that SPARC considers essential to the reimagining of TA in the health sector and more broadly.
