Green Building Technologies and Rating Systems Adoption in Sub-Saharan African Developing Country-Burundi: Barriers and Strategies Models Development

Since the 1990s, the concept of sustainable development has attracted the attention of numerous nations worldwide and undergone considerable expansion and the construction sector has also been affected by this movement. Moreover, the construction sector has been recognized as critical to driving societal change towards sustainability in a global context whereas green building technologies have been advocated in the construction industry to address sustainability issues. Unfortunately, green building technologies adoption is still plagued with barriers worldwide and the situation is more critical in developing countries. To hasten the shift from conventional to sustainable construction, researchers on a global scale have conducted studies to identify and examine the factors influencing the uptake of green practices within the construction sector. Similarly, the overall objective of this study was to investigate, identify, and model the factors influencing the movement and propose an implementation strategy that could facilitate the adoption of sustainable construction technologies and rating systems in sub-Saharan African developing country-Burundi. A review of the extant literature on the factors influencing sustainable building technologies and rating systems adoption, enabled the development of conceptual models and an online questionnaire for quantitative and qualitative data collection. The results from various statistical analyses conducted using SPSS 25, led to the identification of the most critical barriers as well as the most significant strategies to boost the green movement in Burundian construction sector. Shortly, the lack of knowledge related to advantages and benefits of green practices integration within the construction sector as well as the lack of regulations, standards and adapted norms impend the green building and certification movement in Burundian construction industry whereas strategies related to the development of related-regulations and government involvement can significantly influence the movement. Moreover, the various models developed using SmartPLS-SEM have demonstrated that government-related barriers exert a detrimental impact on the uptake of green building technologies and rating systems while government-related strategies in terms regulations, standards and norms exert a positive influence on the movement in Burundi. Finally, this study proposed an implementation strategy deemed to be a valuable tool for promoting sustainable construction technologies adoption, not only in Burundi but also in other developing countries with similar contexts.
