Estratégias de capacitação da indústria farmacêutica na produção de medicamentos biológicos: mix de políticas e a interação dos instrumentos

Résumé

The article analyzes the main results of the combined use of industrial policy instruments, of supply and demand, to foster innovation in the Brazilian pharmaceutical industry in the area of biotechnology. From the analysis on BNDES, Finep and the Ministry of Health programs, the implementation of a mix of policy instruments was verified with the objective of expanding the productive and innovation dynamics of the biopharmaceutical sector in Brazil. For methodological purposes of this article, we used information from the innovation projects of companies financed by BNDES and Finep, the data from public purchases of medicines from the Ministry of Health, under the Partnership Program for Productive Development (PDP). By analyzing the data, it was possible to relate the combined use of financial mechanisms of public support with innovation activities in the execution of structuring projects in biotechnology. The article could conclude that the policy instruments, under a perspective of supply and demand, acted in a coordinated manner to enable the process of building a national productive base with competencies for the production of drugs of biological origin.
