Ethics, governance, and justice: Harmonizing faith-based ethics with public service and legal frameworks in Africa

Résumé

The role of ethics as an indispensable mechanism for institutional order, societal harmony, and administrative integrity is globally recognized. However, the discourse surrounding the integration of faith-based ethics into secular governance and justice frameworks remains a profoundly contentious paradigm, particularly across contemporary Africa. This article examines the critical debate regarding the incorporation of religious ethics into public service and legal frameworks within the African context. In doing so, it offers vital, strategic insights for the continent’s political leadership, policymakers, and global governance scholars who analyze the systemic tensions existing between proponents of moral alignment and advocates for strict secular institutional neutrality. Critics of harmonization strongly warn that embedding faith-based ethics into public administration systems risks introducing highly exclusionary, coercive, and inefficient practices into governance. These opponents emphasize the absolute necessity of maintaining entirely neutral, transparent, and pluralistic public codes that protect all citizens equally. Conversely, pro-harmonization champions argue that deliberately aligning civil service systems with spiritual principles enhances institutional transparency, public accountability, and long-term sustainable development by reinforcing conventional statutory laws with divine standards of honesty and integrity. This study comprehensively evaluates these competing perspectives, highlighting the enduring tension between personal moral convictions and impartial public regulations. Ultimately, the article proposes that a deeper, more nuanced understanding of human nature is critical to successfully resolving the conceptual dichotomy between religious and secular administrative ethics, thereby providing African leaders and global stakeholders with an excellent, actionable, cohesive framework for fostering sustainable institutional integrity across modern societies worldwide.
