Leadership for Learning: Strengthening School Leadership to Improve Academic Achievement in Secondary Schools in Kasese District, Uganda: A Policy Brief

Background In low-resource education systems, leadership policy still strongly prioritizes administrative compliance above instructional progress, despite the growing recognition that school leadership is essential for promoting teaching standards, teacher motivation, and student learning. Research from around the world and in Uganda shows that principal leadership has a beneficial effect on student achievement, mostly indirectly thru promoting organizational capacity, professional development, teacher collaboration, a pleasant school atmosphere, and instructional quality. Policy and Implications A leadership-for-learning strategy is supported by evidence from the Kasese District that ties school inspections, teachers’ working conditions, and job satisfaction to educational outcomes. The necessity to go beyond administrative compliance in favor of instructional quality, teacher support, professional collaboration, and increased student accomplishment is highlighted by the scant data on the particular effects of individual leadership styles. Recommendations The brief recommends establishing a district-wide learning-centered leadership framework supported by structured coaching and professional development for school administrators, strengthened instructional supervision, and greater opportunities for distributed teacher leadership. It further recommends the use of data-driven school improvement systems and accountable district monitoring and evaluation mechanisms to ensure that leadership practices are consistently linked to improvements in teaching quality, equitable learning opportunities, and sustained student achievement. Conclusion Leadership policy should go beyond head-teacher administration and focus on building school organizations where leadership is expressly evaluated by its commitment to improved instruction, equitable learning opportunities, and sustained student achievement. A coordinated leadership-for-learning approach in Kasese District can strengthen instructional supervision, teacher motivation, professional collaboration, and school organizational capacity while creating stronger conditions for improved academic performance.
