The Relationship Between ICT Regulation, E-Procurement Implementation, and Public Sector Performance in Ghana

The article examines the relationship between Information and Communication Technology (ICT) regulation, e-procurement implementation, and government performance in Ghana. By considering the relationships among regulatory, technological, and organisational variables, the study is based on Institutional Theory and the Technology-Organisation-Environment (TOE) school of thought. It examines changes in digital transformation and governance outcomes. A quantitative research design was adopted, whereby structured questionnaires were used to collect data from 272 respondents located in the ministries, departments, and agencies under the Public Procurement Authority (PPA). The study employed descriptive statistics, correlation, regression, and mediation to test the hypothesised relationship; the results revealed that ICT regulation is associated with significant e-procurement implementation, which is consistent with the definition that an effective regulatory environment positively affects compliance, standardisation, and system integration. Similarly, the adoption of e-procurement is significantly impacting public-sector performance in terms of efficiency, transparency, and accountability. Transparency, accountability, and data integrity were also found to be significant mechanisms between ICT regulation and e-procurement to enhance performance outcomes, via mediation analysis. It was also found that the relationship was mediated through ICT infrastructure and organisational capacity, suggesting a relationship between regulatory frameworks and technological preparedness. Theoretically, the study findings are based on the Institutional and TOE frameworks, which demonstrate the dependence between regulatory frameworks and technological preparedness. Practically, it emphasises the need for policymakers to strengthen ICT regulation, invest in digital infrastructure, and build personnel competency to make sustainable public sector efficiency a reality. Overall, the paper has established that the synergistic nature of good ICT governance and e-procurement systems is pivotal in the attainment of transparency, accountability, and high performance in Ghanaian institutions.
