KNOWLEDGE AND POWER: AN INFORMATIONAL THEORY OF CAMEROONIAN BANKING, 2010–2019

The credit file plays a major role in the process of granting a bank loan. Its raison d'être is linked to the fact that credit analysts need to collect all possible information about the client in order to be sure that the commitments that will be made by this client can be honored throughout the term of the loan and according to the convention which will be signed for this purpose. Thus, an important part of the credit granting process depends on the information that the bank has been able to gather on the client requesting the loan. In view of the poor distribution of bank credit in Cameroon, the question we try to answer throughout this work is to know: in what ways is banking information part of the credit crunch in Cameroon and in which sense? It is divided into two secondary questions which are: does the information collection environment ensure the fluidity of the credit, its stiffness or its hardening? (First secondary question), in the particular case of Cameroon, is the information and data which contribute to the constitution of the credit file as a support for the decision of bank loan sufficient to justify the credit crisis? (Second secondary question). We make hypothesis that the credit crunch in Cameroon is a pathological distortion in the process of granting bank credit under informational constraint. This main postulate is declined in two secondary hypotheses; the first stated that the environment of data collection builds the availability, accessibility and quality of information as a support for the decision of bank credit in Cameroon. In the second we provisionally affirmed that the imperfections of the credit file which are manifested by the opacity, the asymmetry, the incompleteness of the information it contains influence negatively the process of granting bank credit in Cameroon and are an essential part of the credit crunch. These multiple imperfections have been analyzed in the second part of this work. In the first part, this research presents the Cameroonian banking system and its informational environment. To fully understand the phenomenon under observation, the methodological approach we have chosen is participant observation and the theoretical framework is that of limited rationality of Hebert SIMON's.
